A meeting of the Faculty Council was held on Friday, March 3rd, 2023, at 10:00 am via Zoom.

Discussion RE:  Student Advising
D. Lawrence shared a PowerPoint presentation called, Introduction and Overview of Student Central.  He reviewed all the services that Student Central provides to students as well as faculty members.  Their goal is to support the “whole student” from the time that they apply to Lakehead to their graduation.  Student Central focuses on:  undergraduate students; awards; records and registration; and to support the recruitment, conversion and retention of students.  It provides a central location where students can receive information without having to go to several different offices.

Discussion Points:
•    Chairs also provide advising as sometimes Student Central Professionals might not have as much in depth information about a particular program and have sometimes given incorrect information.
•    Request for a list of staff in Student Central:  who does along with their name and contract information (email/telephone number) (S. Viitala will collect information and forward to all faculty.)
•    Suggestion of a dedicated advisor to our Faculty.
•    Meeting with S.C. professionals to review/update information for all programs.
Goal for Student Central is a 48 hour turnaround when responding to student questions/concerns but would like to see that become 24 hours.
•    First two weeks of a semester are the busiest; possibility of hiring additional staff at this time for both campuses.
•    Faculty members could work together with Student Central to create a more timely and accurate response to students.

Department/School Reports.
i)  English
A. Guttman stated that the department of English will be hosting a public talk by Chelsea Vowel entitled
"Like a String of Beads/âniskôhôcikan: Indigenous Futurisms" on March 7, 2023. The event will be held
via Zoom as well as in person viewing at Lakehead University, ATAC 3006.

ii). Interdisciplinary Studies
It was moved by A. den Otter and seconded by A. Guttman that Dr. M. Hoechsmann be appointed as External Adjunct Professor for the Department of interdisciplinary Studies for a four-year term commencing May 1, 2023.

    iii)  Outdoor Recreation
L. Potvin stated the Lake Superior Living Labs will be on campus on March 13, 2023.

iv). Sociology
C. Sanders stated that there will be a talk on Wednesday, March 15, 2023 by Dr. Laura Bisaillon (Health & Society, University of Toronto Scarborough). The talk is titled, "Particular Bodies, Particular Policies." The presentation will explore and critique the Canadian immigration medical process. Dr. Bisaillon will present the argument that the immigration medical practices trigger ethical, practical, and professional problems for migrant persons and for the doctors, lawyers, and other practitioners inside and outside Canada whose livelihoods tether them to the immigration system.

v). Visual Arts
K. Holmes stated that everyone is invited to the Juried Arts show awards night on Friday, March 31, 2023 at 7:30pm at the Thunder Bay Art Gallery which, after 3 years, will finally be back in person!  Please note that there will be no way to join via Zoom as this event is in person only. 

6.   Dean’s Report.
March 3, 2023
There are no new enrollment numbers out for March yet, although some chairs do have updates.
Please continue to reach out to students.
Although enrollment is not where we would like it to be, we will continue to remain positive.
Today is Employee Appreciation Day and thank you to everyone for all your hard work and dedication.!
It was noted that applications have been received for the search for the new Dean.

7.  Assistant Dean’s Report.
Student advising continues for the BA General and continued work on the calendar changes for the BA General.

i). Formation of Nominations Committee to Consider Nominations for Chair and Vice-Chair of Faculty Council.
Three faculty members volunteered to sit on the Nominations Committee as follows:
Dr. Alice den Otter – Department of Interdisciplinary Studies/English
Dr. Jenny Roth – Department of Gender and Women’s Studies
Dr. Michael Stevenson – Department of Interdisciplinary Studies/History
The Committee met and appointed A. den Otter as Chair.  S. Viitala will be sending out a call for nominations soon.

A meeting of the Faculty Council was held on Friday, February 3, 2023 at 10:00 am via Zoom.
 
Presentation:  A brief introduction to artificial intelligence writing tools and the potential impact on academia.

Manager, Student Conduct & Case Management
Office of Student Affairs

J. Symonds gave a PowerPoint presentation outlining the new Artificial Intelligence programs such as Chat-GPT and its possible effects on academic integrity.  There is a need to review and update policies both at the academic and government levels as this new technology is here to stay.  We will need to look at the positive aspects as well as the negative.
He stated that these programs are currently free; however, paid subscriptions will soon be required.

A discussion followed outlining the following points:
·       Need to review current policies and update as necessary; update parts of the Academic Integrity       Code and review in the future as needed;
·       Include specific wording regarding use of these programs in course syllabus;
·       Discuss the use of these “tools” with your students; appeal to their loyalty for learning and to their instructor;
·       Develop ways to confirm the use of these tools in student papers, etc.;
·       Make use of programs designed to detect use of these AI programs;
·       J. Symonds is a member of the AI Council of Ontario which is currently reviewing these new programs;
·       Senate Teaching and Learning:  A panel discussion will take place next week to discuss[MOU1] .

A. Guttman reminded everyone of the EDI panel discussion/webinar on February 10, 2023 at 3:00 pm. 
The panel will consist of LU scholars who will speak about racialized faculty members.

E. Chugunov stated that the next LUMINA concert, entitled “Winter Winds,” will take place on February 14, 2023 in the Jean McNulty Recital Hall, William H. Buset Centre for Music and Visual Arts.   There will be six musicians performing from the Thunder Bay Symphony Orchestra and Lakehead University faculty members.
 
iii)  Outdoor Recreation
L. Potvin stated that there will be a student conference in Duluth, MN from March 17 to March 19, 2023.  The conference is entitled, “Outdoor Experiential Learning.”  If anyone is interested, please contact her directly.

 Dean’s Report.
 February 3, 2023
 There were no new updates to report.  It was discussed that A. Tarsitano and C. O’Connor should be invited to our March meeting to further discuss academic advising in our Faculty.
There is some money to fund a few international graduate students in the form of a small entrance award.

Assistant Dean’s Report.
More work on the BA General/Tech Ed is continuing with W. Melville. There is also consideration for outreach to northern communities.  It is hoped that this can be fast-tracked.

Guest Speaker- Bill Perrault - SGEI:

B. Perrualt stated that he is currently looking for Contract Lecturers who are interested in teaching Face to Face in Fort Frances, ON for the coming Spring/Summer terms.   He mentioned that those departments interested in working with him can contact him directly or he will reach out to them.  S. Viitala will send him a current list of chairs/director in case he would like to contact them.  The S/S timetable will be available soon with the list of those classes scheduled so far.
The question was asked whether or not students who are not registered as SGEI could take those classes.  There will be follow up with regard to how the funding might work.

Dean’s Report.
January 6, 2023

It was stated that the Provost was reviewing/working on hires for this year.  Once there is more information, it will be forwarded on to the various departments.
There is no word yet on FGS funding packages for graduate recruitment.  It appears that funding has been pulled back significantly so hopefully we will get an update soon.  There are more graduate students and SEM money is no longer available.  Enrollment targets increased every year which adds an additional burden.

Assistant Dean’s Report.
More work on the BA General is continuing.  There is a meeting soon with W. Melville, Education, and B. Birmingham to discuss options for recruitment in this area.  It is hoped that this can be fast-tracked.
The BA General is currently on a “holding pattern” with more news to follow in early January 2023.

It was moved by T. Puddephatt and seconded by C. Sanders that the following calendar change request
for Sociology be approved.
2022-SOC-8086:  Cancel the BA and HBA Sociology programs in Orillia.

The decision for the cancellation of the Sociology BA and HBA was met with great regret by the
department and the Faculty as a whole.  Professors’ Puddephatt and Jarman explained that the lack of
resources made the programs unsustainable. It was on that basis that the motion passed. This is part of
an ongoing issue and warrants further discussion as departments look to the future.

    Carried.

Department/School Reports.
i)  English - External Adjunct Appointment
It was moved by A. Guttman and seconded by D. Ivison that the appointment of Dr. Kathryn Walton as an
External Adjunct for the Department of English for a four-year period be approved.
    Carried.

A. Guttman stated that Chelsea Vowel will be guest speaker at the McLeod Lecture series taking place on March 7, 2023 at 2:30 pm.  More details will follow closer to the event.

December 9, 2022
There should be a memo from FGS about graduate packages soon-ish. There will be fewer resources for entrance scholarships, both domestic and international, as well as fewer International GAs across the university, but we don't know specifics yet."

Dean’s Report.
1.  Enrollment:
Winter 2023 Enrollment:   Have requested additional funding for more sections.
•    In early October, we were up 120 students from last year; Lost 47 since September; this is 3%
•    Up 86 FT students over last year and 68 over 2020
Down 16.5 FCEs this year in terms of courses offered.
2.  Reminders:
•    Use Spring/Summer courses to manage enrolment for F/W courses; all self-funded courses must have 15 students in order to be offered.
•    F/W FCE Data; several departments need to follow up and should book an appointment to review data.
•    Hires continue to be on hold due to constraints and the budget is still uncertain moving forward.
•    Please plan for courses that your students need in order to graduate. This is our most important goal.
•    Scheduling:  Shared Doug Ivison’s update from the Scheduling Committee—3 important points and more info to come in next few weeks:

1. last year Faculties were expected to submit a schedule with 25% of courses being offered in evening time slots. For this year Faculties will be required to submit schedules with a maximum of 75% of all courses being scheduled in daytime time slots. In other words, a minimum of 25% must be composed of evening and/or asynchronous courses. Upshot, more flexibility to determine whether evening or asynchronous courses best serve their students (and to determine the appropriate proportion of evening or asynchronous courses). 

2. The only other update is that the technology upgrades to classrooms in Thunder Bay have not yet happened due to delays in getting the hardware. These upgrades will likely not be in place for the Winter term.

3. In the Winter term there will continue to be very limited tech support for evening courses in Thunder Bay and no tech support for evening courses in Orillia. This is due to staffing and resource issues, and it's not clear whether these will be resolved for 2023-24.

Assistant Dean’s Report
J. Roth stated that she is working with Finance and the Registrar’s Office with regard to Seven Generations students who drop courses.  As their courses are offered in condensed versions, the regular refund policy does not address this.
As well, she stated that more transfer credits need to be recognized so both advisors and students have the same information for their degree audits.

A. Guttman stated that there is a lecture series on Monday, October 31, 2022 at 11:00 am which will feature S. Olutola.
R. Warburton stated that there will be a book launch by M. Haiven on Friday, October 28, 2022 at 1:00 pm.  The book is entitled, Palm Oil:  The Grease of Empire.  This event is being held in person in Room 2001, PACI and will also be available via Zoom.  

ii)  Indigenous Learning
K. Burnett announced their new faculty member, Dr. Juan Sanchez Martinez, who will be starting next July 1, 2023.  She stated that he will be a great addition to the department.

iii) Languages
I. Lemée stated that their department held a foreign film event yesterday for homecoming.
She also mentioned that there will be a DELF certification which will be held from November 7 to 11, 2022. This is also open to those individuals who might be interested to find out what their status is with regard to speaking French.
The DELF or DALF certification for students or the public at large is offered annually in conjunction with the Department of Languages at Lakehead University, Thunder Bay in partnership with the Thunder Bay school board and Novocentre (Northern Ontario Francophone Association).

iv)  Music
A. Carastathis stated that the next concert will be held on Tuesday, October 25, 2022 in the recital hall beginning at 12:30 pm.  The concert will feature David Potvin, piano, winner of the 2022 Eckhardt-Gramatté National Music Competition.
E. Chugunov stated that A. Carastathis has released a new CD entitled, Multiple Views from a Window, produced by Phasma Music (Poland/Greece).

v)  Outdoor Recreation
L. Potvin announced that the Christmas Cheer Fund is looking for volunteers.  If you are interested, please contact L. Kapush at lkapush@lakeheaeu.ca for more information on how to get involved.

Dean’s Report.
1.    Please go to Senate on Monday!  The Provost will be giving a budget demonstration using data
    from our faculty.  
2.    The next Leaders Meeting will be held on Friday, November 4, 2022, from 10:00 am to noon.
3.    Andrea Tarsitano gave a presentation at Provost Council this week with regard to how faculty can
    help with recruitment.  It was suggested that she attend one of our Faculty Council meetings soon.
4.    Processes:  Please let me know if you might have any suggestions/changes to the processes we
    currently have in place.
5.    We require more feedback for administrative realignments. Will bring to leaders meeting.
6.    Our fall open house this year will take place on Saturday, November 5, 2022.  If you are planning
    to attend, please send Sue and Betsy an email with information as to what you will be doing there.
7.    Thank you for submitting the data that was requested.  Once it has been processed, the data will
    be shared.

Discussion Points:
•    Faculties need to work together rather than separately to find a possible solution to budget challenges.
•    Source of data used to determine student count needs to be more transparent; Numbers quoted are budgetary actuals and not student numbers; Province’s new guidelines has forced us to do this; we do not want to fall below the corridor guidelines.
•    Projected numbers of students are a model and not reality; would like to see “real” numbers used and present things as fact and not projections.
•    Open House being held on a Saturday is an issue; how do we represent our programs at Orillia?
•    SS&H is losing faculty to retirement, etc. which is a concern as only two tenure track positions were approved (only one was able to come this fall, second will come next fall).
•    Discussion and communication at Senate can be a problem and depending on how information is presented, can create a defensive approach.

Introduction of New Faculty Member - Ms. Keira Loukes - Assistant Professor - School of Outdoor Recreation, Parks and Tourism (Introduction was held during the meeting upon Keira’s arrival.)
L. Potvin introduced Keira Loukes:  PhD (ABD) in Human Kinetics from University of Ottawa, as well as a Master of Environmental Studies (Queen’s), Honours Bachelor of Physical and Health Education (Queen’s), an Honours Bachelor of Science (Queen’s), a Bachelor of Education (Queen’s). Keira’s research focuses on the ecological, economic, and political opportunities and challenges facing northern Ontario First Nations seeking greater sovereignty over food systems. Paying close attention to gender relations and roles in historical and contemporary Indigenous food systems, and uses a strength-based lens to highlight the ways First Nations communities integrate traditional, alternative and market food systems to maximize access to food. Keira has extensive teaching experience within and for Indigenous youth and has almost 2 decades of canoe guiding experience. We are grateful to have her within our faculty in ORPT! Welcome, Keira.

Dean’s Report.

Issues and Information:
Sept. 23, 2022

1.    Thank you to chairs, directors, advisors, coordinators for tirelessly working with students to find classes.
2.    Complex perfect storm.
•    Fewer FCEs than two years previous—not cuts to our operating budget.  
•    Received the AVERAGE of our CEDL funds over 5 years. But over last two years our usage had doubled. So up from over the two previous years, though we ae still getting funds for the AVERAGE of our CEDL courses.
•    Student numbers, FT, PT majors, were down significantly August 1, and still down (though more like 20) August 15th. We cut some low enrolled courses.
•    We have had trouble hiring for some Contract Lecturer positions. We had to cut two classes, and shift several to winter so we could try to hire.
•    Week one of classes, we were up 70 FT students. Week two, that rose to 122.
•    Some F-2-F, especially at night, are unfilled, though folks have made valiant attempts to meet student need by moving to hybrid, opening to both campuses, raising caps, etc.
•    This is what you are feeling, and it is real.

4.    Budget:
•    No carry forward. 100% swept, including SEM funds. This pays for extra courses, international grad student stipends, etc. We will figure out how to cover all encumbered costs.
•    Everything over $500 needs to go to provost for approval.
•    Travel funds are restricted (not research related).

5.    Future:
•    Strike a committee looking toward our faculty’s future. I will share a charge asking them to look at alternative administrative structures. Please let me know by next Friday if you wish to serve.  As we move forward, please try to think of solutions for everyone.

6.    I want to make sure we get it in the notes that I am not renewing as dean. I am so grateful to have had this opportunity to work with you all—such an amazing group of colleagues, and I thank you all for your consistent support, appropriate challenge and direction, and the welcome and friendship. I have been told that they are hiring a search firm to find my replacement. Those of you asked to serve on the search committee will know if that has happened before I do—but I do ask that you work to make the search as open and inclusive as possible, assuring the next dean meets with staff and students, as well as faculty members and faculty leaders.  Please, everyone, get involved and work toward transparency.

•    Wait lists causing issues for students trying to register for courses
•    Students trying to contact Student Central are experiencing long wait times for a response
•    Concern RE:  Levels of inequity
•    More transparency needed with regard to budget discussions; people are not given a voice in the current process; also of concern is where does all the money go

A meeting of the Faculty Council was held on Friday, May 6, 2022 at 10:00 am via Zoom.

Presentation:    Mitacs Programs in SSHA (Social Sciences, Humanities, and the Arts)
                            Ms. Nancy Cummings
                            Business Development Specialist, eCampus Ontario/Thunder Bay

N. Cummings gave a power-point presentation about Mitacs and what It has to offer to our faculty.  Mitacs is a national, independent, not-for-profit organization that fosters growth and innovation. Its aim is to develop the next generation of researchers and innovators for Canada’s knowledge and innovation-based economy.  She outlined what programs were available and how they were funded.  Each program can be adapted to each researcher’s specific requirements.  Should you require more information, please contact her directly at:   ncummings@mitacs.ca or 807-357-9810.

Department/School Reports.
i)  Interdisciplinary Studies
A. den Otter announced that the Media Arts Showcase which was held on Tuesday, April 26, 2022 turned out to be a good event. This year’s showcase featured video, sound, photography, interactive sculptures, digital media and more, depicting and emphasizing themes of personal, professional and social change, flexibility, and resilience faced by students over the last two years.  
J. Jarman noted that the content of the students’ films was exceptional and depicted local areas in both Thunder Bay and Orillia.  She suggested that these could be used to promote Lakehead and would give potential students a glimpse of what they might expect in each area.  This project also helped to integrate the students from both campuses as they shared each other’s experience through film.  Consideration should be given to upload these to various websites.

ii)  Music
A. Carastathis stated that, “Piano student Evelyn Davenport has successfully passed the provincial round of the 2022 Canadian Music Competition (CMC) and was selected to represent pianists of Ontario in her age group in the National Final round, which takes place in Quebec City in June”.

Dean’s Report.
There was no Dean’s Report as B. Birmingham was out of town.  On behalf of B. Birmingham. J. Roth thanked everyone for their hard work and cooperation on the budget.

Assistant Dean’s Report
Work continues contacting students who have “stopped out” in order to facilitate their return back to Lakehead and try to put them in touch with their home departments/school.  Advising continues in regards to new students as well.  Issues have arisen with regard to those students who have been away from the university.  It seems that they have to wait until fall to register and that there is something “blocking” them, specifically in regards to ASAP (the Academic Support Access Program).  It was mentioned that students were receiving contradictory emails from different areas and this was causing a lot of confusion.  As many people were experiencing the same issues, J. Roth asked for those people to contact her directly as perhaps a change in the system was in order.  Some stated that they had problems with Student Central relating to incorrect information being given out and having to know all the programs offered at Lakehead.  Again, it was suggested we might have two advisors on staff just for our faculty.

Other Business:
i)  Restoring Funds for Spring/Summer Marking Support.  (T. Puddephatt)
T. Puddephatt stated that he would like to see “marker money” restored for Spring/Summer instructors.  It was noted by J. Roth that when the CEDL FCEs were distributed to each of the Deans, this money was not included but was used to support Central Funds.  T. Puddephatt also mentioned that this has decreased the number of jobs for students during the summer, and in particular, our grad students.

Discussion Points:
•    Lower caps and create more sections of some courses so marking is more manageable for instructors who these teach large classes
•    Set aside an FCE (or more) and use that money to support student markers
•    Possible funding from Graduate Studies
•    SS&H received less FCEs than in the past; difficult to offer all the courses we want to as well as have extra money for   marking
•    Shifting students to a course with less that 15 so they can run at full stipend and not be cancelled
•    CRIM has lowered caps but have still required marking assistance
