Other Business
i)  Formation of the Nominations Committee for the Election of Chair of Faculty Council.
M. Stevenson solicited volunteers to be on the Nominations Committee for the Election of Chair of Faculty Council.  R. Koster, I. Lemée, and A. Guttman volunteered to form the Committee.  There are two positions to be filled:  Chair of Faculty Council and Vice-Chair of Faculty Council.  S. Viitala will be sending out an email of interest to serve for both positions.  Nominations must have a seconder.  The names will be forwarded on to the Committee for their review.

ii)  Future Faculty Council Meetings.
A discussion was held to talk about what future Faculty Council meetings might entail.  It was mentioned that Departments/School could submit a five-minute report about what they are currently involved in and what activities/events they might be having.  It was mentioned that it would be great to share success stories as well.  Currently there is no communication among departments.  It was agreed that Faculty Council needs to be rejuvenated.

Dean’s Report

Dean’s Report to Faculty Council, Friday, March 24, 2017

SEM

As a follow-up to the meeting with the Provost and Director of Institutional Analysis on Friday, March 10, Heather and Kathryn from the IA/SEM team are in the process of confirming meetings with individual units to discuss SEM processes specific to each SS&H unit. Unless otherwise invited to attend by the Chair/Director, I will not be present for these meetings. I would ask that you please keep me posted on progress during our direct report meetings to take place over the month of April.

Direct Report Meetings with Chairs/Director

S. Viitala is currently in the process of setting up direct report meetings with each of the Chairs/Director in our Faculty. The purpose of these meetings will be to provide me with an update on current issues/projects in the Departments/School so that I can communicate this information to the incoming Dean of the Faculty of Social Sciences and Humanities.

Update re: Dean of Faculty and Social Sciences Search

At this time, I believe that the Appointments Committee for the position of Dean of the Faculty of Social Sciences and Humanities search is in the last phase of the process and should almost be in a position to make a recommendation to the Provost. In the ideal, news of the new Dean should be communicated mid to end of May, and I appreciate your patience while this process is in play.

Principal of Orillia Campus

As you are aware, my appointment as the Interim Dean of the Faculty of Social Sciences and Humanities finishes on June 30, after which time I will begin my appointment as the Principal of the LU Orillia campus. During the next three months, I will be spending larger periods of time working from Orillia, but will continue to fulfill the responsibilities of the role of Interim Dean until the end of the appointment.

New Faculty FTTT Appointments

There are five FTTT positions (including two Teaching Stream) in the Faculty of Social Sciences and Humanities at various stages of the process, currently being filled. Units involve with these hires include; the Department of Indigenous Learning, the Department of Interdisciplinary Studies (Criminology), the Department of Languages (Teaching Stream), the Department of Sociology (Teaching Stream), and the Department of Women’s Studies. Please watch for communications about presentations open to our faculty members throughout the coming months.

SMA2

Work on the new Lakehead University Strategic Mandate Agreement has begin, and individual units within each University Faculty are asked to review and comment on the information captured in Appendix 2 of the first SMA currently under review and update. While the document totals 20 pages and not all Faculty programs have been captured in the agreement, I will be sending by e-copy the appendix with a note to guide your input as there are only three of the 19 pages that pertain to our programs. As the Chair/Director, you will be asked to review the contents and comment on the progress of proposed program strengths with a view to continued growth and development in these areas over the next three years. I will provide as much detail in the email to accompany the document and, encourage you not to hesitate to reach out to me if you require further clarification.

Financial Support for International Students

I have met with the five Graduate Coordinators representing the five graduate programs in our faculty to discuss financial support for our international graduate students. In consultation with the Graduate Coordinators, I have confirmed with the Dean of the Faculty of Graduate Studies my support for the 2017/18 academic year, with provision for renewals into the following academic year. I am currently working with International Recruitment to develop a program of financial support to assist in recruitment efforts for Undergraduate International students as well, offering small awards to encourage students to choose Lakehead University for the upcoming academic year.

Friday March 24th, 2017 SSH Faculty Council Meeting: Assistant Dean Report

1. Summer Undergraduate Research Internships – The application deadline for the Internships has passed and a review committee has been struck (Dean, PhebeAnn Wolframe the SSHRC facilitator and I) to review the applications. We are very pleased as six applications were submitted from both campuses for the two awards. Thank you to everyone for your interest and engagement in building the undergraduate research culture.
2. Research and Innovation Week – Thank you to everyone who contributed to and participated in the R&I week activities; special thanks to Aris (a new composition) and his students (who performed) for their participation in the opening and closing ceremonies for R&I week, and to Roly and Dean for their student contributions to the opening ceremonies for the Undergraduate Research Day. The Social Sciences and Humanities Undergraduate Student Award Winner was Valérie Schutte, from the Department of Languages - congratulations. I apologize, but I have not been made aware of any Graduate Award Recipients, as of yet, so am unable to report.

It was moved by R. Harpelle and seconded by C. Lousley that Dr. Nicolas Lépine be appointed as an External Adjunct Professor to the Department of History for a four-year term.

 iii) Women’s Studies

It was moved by R. Harpelle and seconded by by I. Lemée that the calendar change for Women’s Studies be approved. 2017-SOC-6128 – Remove Cross-listed HIST 3703.

Dean’s Report

 Dean’s Report to Faculty Council, Friday, January 6, 2017.

D. Jobin-Bevans stated that there had been three tenure-track positions confirmed to date in Criminology, Indigenous Learning and Women’s Studies.  These were selected based on the needs of the Departments.  He stated that the door was not closed and that there would be more good news to follow. 

D. Jobin-Bevans thanked all the Chairs/Director for their hard work during the budget process.  He stated that it took two full days to reach the number of Contract Lecturers needed for next year as there are always variables.  The final budget presentation is on January 19, 2017.  He mentioned that Continuing Lecturers were being looked at; however, the process was complicated.

 D. Jobin-Bevans reminded everyone about the two upcoming training sessions for Contract Lecturers.  There will be a wide range of topics discussed including the Student Code of Behaviour.  He requested that Chairs/Director pass this information along and encourage their Contract Lecturers to attend.

Dean’s Report

Budget Update

The 2017/18 Budget packages have now been sent to all units in the University responsible for budget management. The good news is that there will be no request made of units to make cuts to their budgets for the coming year. I have begun to meet with each Chair/Director to review budgets for individual units, with a focus on contract lecturer requirements for the 2017/18 academic year. Confirmation of all FTTT requests will be forthcoming over the next week as the Provost begins to confirm priority hires throughout the institution.

Faculty Recruitment Efforts
My ongoing thanks to academic units in our Faculty who have organized phone calls to potential students. Undergraduate recruitment has continued to message the importance of this effort, and the positive effect that phone calls have on potential students as they make their decision to apply to Lakehead University.

Assistant Dean’s Report
Student Ambassador Meeting
I hosted 19 students (of the 36 invited, as identified by Chairs). Richard Clark from SSC provided information on both the Student Ambassador and Excel programs. Emily Shandruk from Admissions and Recruitment also provided information on the "home for the holidays" recruitment activities and other ways students can promote the university. There was a lot of energy during the meeting and Richard has indicated that a number of students have subsequently contacted him to become involved.

R&I Week (March 3 to 9th)
Aris Carastathis and students from the Music Department will be performing as part of the Opening (March 3rd) and Closing (March 9th) ceremonies (thank you!)
Students from Visual Arts and Music will be involved through performance as they were last year, in the Undergraduate Research Day poster session in the Agora (thank you!)
You will be receiving notification regarding the Undergraduate Research Day shortly. The theme for the year is "sustainability" but oral and poster presentations are not restricted to this theme. Please encourage your students to participate!

Holiday Greeting Card
Thanks to Roly for providing student art work for a holiday greeting card that Dean will be using to send greetings to donors and professors emeriti.

Internationalization and SSH - what does it mean?
I will be hosting a gathering on January 25th at 1:00pm to help us all understand what internationalization is, what it means for faculty and students, and how we might become involved. An invitation with details will be distributed in the new year.

Dean’s Report
Dean’s Report to Faculty Council, Friday, November 25, 2016
Merit
By now, you will have been notified of the postponement of the merit exercise until January. Nothing but the date for submission has been altered from the Fall process, and that by way of a reminder, a letter from the Dean will be required to accompany each file once submitted. The individual faculty member will receive a copy of the Dean’s letter in advance of the meeting of the committee.

Sabbatical Applications
I am in the process of finalizing my recommendations for sabbatical leaves in a letter to the Provost based on my discussions with each unit concerning their plan to cover off courses impacted by faculty on leave. Just a reminder to Chairs/Director that faculty approved for a 6-month sabbatical will be required to teach a 1.5 FCE load in the term before, or the term following their leave approved in the 2017/18 academic year.

Faculty Retirement
I have been asked by the Provost to remind of units of the December 1 deadline for notices of intention to retire from faculty members who qualify for this one-time opportunity as a part of the recent Collective Agreement bargaining. If you have any questions, faculty members are encouraged to speak to Jason Marchand, the Associate Vice-President, Human Resources.

Budget Update
At the meeting of the Provost Council this past Wed, the Provost announced that the budget packages for all academic units will be available at the end of next week. With this announcement, Chairs/Director are encouraged to submit their Tenure Track and LTA hiring requests to my attention. The turn around time for me to have this list prepared for the Provost will be Wednesday, November 30. By now, I have received requests from many of the units that have urgent faculty hires through departures or retirement, but please take a moment to think about any LTAs in your unit that are up for renewal in the coming academic year.
Faculty Recruitment Efforts
Many thanks to members of the faculty who have made or will be making visits to high school classrooms to deliver Lakehead mini-lectures as a part of an ongoing recruitment effort currently being coordinated through Emily Shandruk of Undergraduate Recruitment. Direct contact with potential students currently in their senior year of high school has been proven to be one of the most effective methods of student recruitment, and so I am very grateful for the efforts being made by our faculty on this front.

Assistant Dean’s Report
Friday November 25th SSH Faculty Council Meeting: Assistant Dean Report

1.    Specialist High Skills Majors and recruitment - Letters and brochures should be mailed out next week to 53 high schools in Ontario related to Political Science (1), Visual Arts (3), English (3), Media Studies (3) and Outdoor Recreation (43). I have requested an updated data base from the Ministry of Education to continue this initiative.
2.    Student Ambassadors - Thank you for the list of students; have received 16 responses from the 30 students contacted confirming their attendance. Will be holding a meeting on Thursday December 1st, with Richard Clark from Student Success and Emily Shandruk from Admissions and Recruitment there to speak with the students. A similar event is being planned in Orillia.
3.    The Newsletter is underway. If there are any “news and noteworthy” items from your program that you would like me to highlight (as part of our back page) please let me know.
4.    Internationalization - As we are all aware, Internationalization is a key element of Lakehead's strategic plan. I will be sending out an email to all the program chairs inviting you to a meeting to discuss what internationalization means for us. Stay tuned!
5.    Research and Innovation Week - Posters for the undergraduate student conference will be coming soon - please encourage your students to participate. There will be both oral and poster presentation opportunities. Visual Arts and Music are both participating again this year, given the success of their participation in last year's event (my thanks!).
A lengthy discussion followed regarding the Specialist High Skills Majors and Recruitment regarding the mailout and the schools targeted.

i)  Loading Sheets
D. Jobin-Bevans reviewed the timeline for loading sheets for the coming academic year 2017/2018.  They were to be distributed to Timetable Representatives by November 30, 2017.  He stated that this year, the loading sheets will reviewed by the Dean.  This has been calendared for March 20, 2017.  He was hopeful that any scheduling issues could be worked out before input into the system. He also stated that we need to work with Orillia to coordinate the use of the telepresence room.  D. Jobin-Bevans requested that each Chair/Director submit a cover summary with their loading sheets.  A brief discussion followed.

Presentation:  Ms. Emily Shandruk, Manager, Undergraduate Recruitment, gave a PowerPoint presentation on campus tours and the best ways to showcase your programs.

Dean’s Report
Dean’s Report to Faculty Council, Friday, October 28, 2016
PTR
Just a note that I was acclaimed as the decanal representative appointed to the PTR Committee for this academic year as the interim appointment for the Dean of Science and Environmental Studies is only until December 31, 2016.
Merit
There have been several procedural changes to the merit process coming out of the new Collective Agreement that include faculty ballots for a Faculty of Social Sciences and Humanities representative on the Merit Committee and the necessity for a letter from the Dean to accompany each file. Also note that there will no longer be a decanal representative on the Merit Committee starting this year.

Sabbatical Applications
I have received and forwarded all sabbatical requests from our faculty along to the Office of Human Resources for verification of eligibility. Once I have received confirmation back from the HR office, I will be in contact with Chairs/Director concerning plans for course coverage resulting from faculty leaves. Just by way of a reminder, each unit will be given 1 FCE to cover a 12 month leave, but that there are no funds to assist units for a six month leave.

VP International
An announcement for the position as the new Vice-Provost International is imminent. I share this update with our faculty because international initiatives are a key focus for our Faculty and an announcement of a new VP International means that we can continue to develop strategies on this front.

SEM
There is ongoing work through sub-committee activity specific to recruitment and retention initiatives. We are looking towards the November 4th deadline for the counting of confirmed student enrolments for the 2016/17 academic year, which will form the foundation for the 2017/18 budget exercise. This information will then allow the Provost to announce dates for the submission of requests for replacement and strategic hires across the institution.

Dean of Social Sciences and Humanities Search
For information only, the job for the Dean of the Faculty of Social Sciences and Humanities has been posted on the LU website and advertised in the Globe and Mail, and online on Academica.

Assistant Dean’s Report
Friday October 28th, SSH Faculty Council Meeting
1.    Newsletter - will be ongoing with the good work Anna started; next issue is targeted for January.
2.    Specialist High Skills Majors and recruitment - I looked up high schools with specializations that relate to our programs and plan to send them a letter from the Chair of the program along with copies of brochures. Target date is end of November.
3.    Student Ambassadors - seeking nominations of students from the various departments to invite students to a meeting to get them information on becoming Student Ambassadors for our Faculty/Programs.
4.    Reminder to complete the SEM Recruitment Activities survey.

D. Jobin-Bevans stated that he now has money in our Carry Forward account.  He encouraged faculty to ask for support for students, speaker series and new initiatives.

A. Carastathis stated that he noticed changes in course listings from Group 1 and 2 to Type A and B.  M. Stevenson stated that all departments/schools had to make this required change.

Dean’s Report

Faculty Council
Friday, September 30, 2016
OUF
Let me begin by offering my sincere thanks to faculty members who participated in the OUF over this past weekend. Preliminary reports concerning numbers are positive for Lakehead, and we are hopeful that this will mean strong applications towards the months of December and January. Please watch for information concerning recruitment activities throughout the coming months. A document outlining the key events for faculty engagement was distributed earlier in September, so please make yourself aware of these dates and encourage your faculty to volunteer. This process is critical to the improvement of student enrollments for the coming academic year.

VP International
Just by way of a quick mention of the status of the search for the next VP International, at a meeting of the SAC on Wednesday morning, the Provost stated that the University was in the final stages of negotiation with the recommended candidate and that there will be an announcement in the next week or so to the University community.

Dean of Social Sciences and Humanities Search
As many of you will have already noticed, the Provost’s office has engaged a search firm and recently invited the University community to comment on the position of Dean for the Faculty of Social Sciences and Humanities. She also mentioned at the meeting of the SAC that the search committee has been struck, and that the committee will hold their first meeting during the last week of October. The Provost was hopeful that interviews for the position will be held early in the winter term.

Sabbatical Applications
Just a reminder to faculty who are eligible for a sabbatical leave during the 2017/18 academic year that sabbatical requests are due into my office by the end of the afternoon today, September 30. As a further reminder, if you have been asked or intend to defer your leave, you still are obligated to submit your application by the deadline date.

Strategic Enrollment Management (SEM)
Academic units, in coordination with the Office of the Provost and Institutional Analysis, have begun work on a SEM project with a gradual rollout affecting some units beginning this academic year, and continuing throughout the current year with a full launch in September 2017. Chairs/Director in our faculty will be asked to actively engage in this process, which is scheduled to rollout in September 2017. There will be additional details to follow over the coming months.

It was moved by R. Robson and seconded by A. Guttman that the Calendar changes for Indigenous Learning be approved.  (2016-SOC-5808 - New Cross-Listed Course)

ii)  Interdisciplinary Studies
It was moved by M. Stevenson and seconded by A. den Otter that Dr. Hugh Stevenson be appointed as Professional Associate to the Department of Interdisciplinary Studies for a four year period beginning July 1, 2016.
             Carried.

The Calendar changes for Social Justice studies were tabled until the next Faculty Council meeting.

Other Business
i)  Adjunct Professors
M. Stevenson asked B. Eccles for additional information regarding Contract Lecturers as External Adjuncts and suggested that we continue on an “ad hoc” basis.  D. Jobin-Bevans stated that this was important for Contract Lecturers with Ph.D.’s to be able to apply.  A. Guttman said in order to supervise graduate students, they must go through the process of becoming a member of the Faculty of Graduate Studies.
D. Jobin-Bevans suggested that in order to speed up the process for adjunct approvals for those wanting to apply for SSHRC grants, an electronic vote could be used with the information and accompanying motion be circulated to all faculty members and the return email serve as the “ballot” for approval.  It was decided that this option was acceptable.

[Two applications had been received from the Department of Sociology and the Department of Visual Arts.  After the Faculty Council meeting, on Friday, 14 October, electronic ballots were distributed to eligible faculty members for the two individuals in question.

T. Puddehpatt moved a motion (seconded R. Koster) that Dr. Kevin Willison be appointed as an External Adjunct Professor to the Department of Sociology for a four-year period commencing July 1, 2016. 

R. Martin moved a motion (seconded by R. Koster) that Dr. Andrea Terry be appointed as an External Adjunct Professor to the Department of Visual Arts for a four-year period commencing July 1, 2016. 
After balloting closed on Monday, 17 October, both motions carried.]

ii)  Processes for Courses with Low Enrolment
D. Jobin-Bevans stated that those courses with low enrolment and not required should be replaced with something else.  The option to close a section is better for winter courses as there is more time.  Those stipends saved could be used for course releases for faculty members.  The procedure might be to look at low enrolled courses with these options.  Discussion followed regarding the use of remaining stipends for research.  
iii)  Program Offerings Specific to Criminology and Media Studies in Orillia and Mirroring in Thunder Bay
D. Jobin-Bevans stated that students had been led to believe that the Media Studies and Criminology degrees were available at both campuses.  They had been misinformed, as they can only be taken at the Orillia campus. It was noted that academic advisors should have the correct information.  A brief discussion followed.
iv)  Issues with Research
T. Puddephatt stated that he had issues with research dollars, as there was no separation of salaries and other expenses.  It was easy to overspend as there was no monitoring of the account.  Others mentioned the same experience.  D. Jobin-Bevans stated that the information is not always available when you need it.  It was suggested that people might speak with the Office of Research to express their concerns and to have the process reviewed.
