MINUTES
 Friday, November 18, 2022
 A meeting of the Faculty Council was held on Friday, November 18, 2022 at 10:00 am via Zoom.

Guest:
Dr. David Barnett - Provost and Vice-President (Academic)
D. Barnett stated that he was looking forward to Fall 2023.  He said that it Is challenging at this time to offer a full load of courses and to find the additional funding for them.  A discussion followed which included enrollment for the next academic year; budget challenges; possible future funding from the government; delivery of programs.

It was moved by J. Roth and seconded by A. Guttman that the agenda be approved.
        Carried.

Approval of Minutes
Approval of the minutes from October 21, 2022.  (A. Guttman; J. Roth)
The minutes were accepted as presented.

Calendar Changes
i)  Visual Arts
2022-SOC-8145:  Co-requisite of VA 0511 added
It was moved by K. Holmes and seconded by S. Shahsahabi that the following calendar change request
for Visual Arts be approved.

It was moved by A. Guttman and seconded by J. Roth that the following calendar change requests for
Geology be approved:

Department/School Reports.

i)  English and Gender and Women’s Studies - External Adjunct Appointment
It was moved by R. Warburton and seconded by J. Roth that the appointment of Dr. Holly Morgan as
External Adjunct for the Departments of English and Gender and Women’s Studies for a four-year period
be approved.
    Carried.

ii)  Languages
I. Lemée mentioned that the Department of Languages  hosted the DELF/DALF tout public at the beginning of the November.

iii)  Music
    The next Lumina concert will be held on November 22, 2022 in the Jean McNulty Recital Hall at 12:30 pm.
6.
Dean’s Report.
1.  Enrollment:
Winter 2023 Enrollment:   Have requested additional funding for more sections.
•    In early October, we were up 120 students from last year; Lost 47 since September; this is 3%
•    Up 86 FT students over last year and 68 over 2020
Down 16.5 FCEs this year in terms of courses offered.
2.  Reminders:
•    Use Spring/Summer courses to manage enrolment for F/W courses; all self-funded courses must have 15 students in order to be offered.
•    F/W FCE Data; several departments need to follow up and should book an appointment to review data.
•    Hires continue to be on hold due to constraints and the budget is still uncertain moving forward.
•    Please plan for courses that your students need in order to graduate. This is our most important goal.
•    Scheduling:  Shared Doug Ivison’s update from the Scheduling Committee—3 important points and more info to come in next few weeks:

1. last year Faculties were expected to submit a schedule with 25% of courses being offered in evening time slots. For this year Faculties will be required to submit schedules with a maximum of 75% of all courses being scheduled in daytime time slots. In other words, a minimum of 25% must be composed of evening and/or asynchronous courses. Upshot, more flexibility to determine whether evening or asynchronous courses best serve their students (and to determine the appropriate proportion of evening or asynchronous courses). 

2. The only other update is that the technology upgrades to classrooms in Thunder Bay have not yet happened due to delays in getting the hardware. These upgrades will likely not be in place for the Winter term.

3. In the Winter term there will continue to be very limited tech support for evening courses in Thunder Bay and no tech support for evening courses in Orillia. This is due to staffing and resource issues, and it's not clear whether these will be resolved for 2023-24.

Assistant Dean’s Report
J. Roth stated that she is working with Finance and the Registrar’s Office with regard to Seven Generations students who drop courses.  As their courses are offered in condensed versions, the regular refund policy does not address this.
As well, she stated that more transfer credits need to be recognized so both advisors and students have the same information for their degree audits.
