Shelter access for all women: Creating a harm reduction framework
This research impacts women who are fleeing violence but unable to access safe shelter because of substance use, which places them at further risk of violence. The projects are aimed at making a concrete difference in the health and well-being of women who are using substances and seeking shelter from intimate partner violence (IPV) by investigating ways in which women’s shelters can ensure these women can access safety from IPV. Every shelter has unique circumstances (e.g., geographic, population, funding); therefore, the applicability of the harm reduction framework and continuum will be a practical and flexible tool for any shelter regardless of their jurisdiction and unique needs. Our community partner, OAITH, is a leader in funding the development of the harm reduction framework and will be supporting the dissemination of this tool to their network of Ontario shelters and other women’s shelter associations. The harm reduction framework will be a tool that shelter directors and staff can use to improve their service provision and management of substance use by examining their own practices regarding substance use and assessing how they might shift their exclusionary practices to better support the women they serve. Relevant government departments will also utilize the knowledge and information from this research in their policy development.

Lakehead University Faculty Bio
Dr. Hovey came to academia after many years of clinical social work practice with violence, trauma, and substance use issues in federal and provincial prisons, community agencies, and private practice settings, as well as executive management experience overseeing home care and EAP organizations. At Lakehead University, she teaches skills-based interview courses, general social work and human development courses, and electives pertaining to trauma, sexual violence, restorative justice, and substance use.
